Aluminum foil has two different sides: one shiny and one dull. This happens because of the manufacturing process, not because the sides have different uses.

During production, the foil is rolled very thin. In the final stage, two layers of foil are rolled together at the same time.

The side that touches the steel rollers becomes shiny.

The side that touches the other sheet of foil becomes dull (matte).

So in normal cooking, both sides work the same way. You can use either side to wrap or cook food. The difference is only in appearance, not performance.
